Dezbateri parlamentare şi patimi politice între 1866-1867

  • Subiect: After the installation of constitutional monarchy in Romania in 1866, the first elections (following the crowning of Carol I as King of Romania) were organized during the fall of the same year. None of the political parties or groupings succeeded in securing the majority necessary for governing. The government led by Ion Ghica did not have its own significant political group to support it. Consequently, it was in permanent danger of being deposed. However, its deposition was continuously postponed, as no political group would assume the responsibility of governing. Due to this fact, a series of heated controversial discussions broke out in the House of Commons in relation to various side issues. Thus, for instance, while debating the budget, unproductive discussions between the supporters and the opponents of the previous ruler took place. Another side dispute, meant to distract attention from the main concern of the House of Commons, which was that of establishing the budget, is the proposal that January 24 be declared national holiday. Endless and useless parley follow. This situation and other such situations weakened the authority of the government, which was already quite precarious anyway, and motivated Ion Ghica, the Prime Minister, to repeatedly address the House, exhorting them to either support the Government - and hence adopt the budget it proposed - or to give the government the vote of distrust. Eventually, the government led by Ion Ghica fell in February 1867 and it was followed by three short-term governments led in effect by I.C.Bratianu, who performed this role in his quality as a Minister of Domestic Affairs.
