Guvernul I.I.C. Brătianu (19 ianuarie 1922-27 martie 1926) şi problematica electorală

  • Subiect: Summary: Installing the I.I.C. Brătianu government has allowed the adoption of the new Constitution and of a set of administrative, judicial and economic laws of unification and for social repair ( workers reform, population health, education and cultural development, corruption and abuse fighting, strict implementation of the land reform). The electoral law, that has passed the Parliament in March 1926, was part of this legislative set of laws and it settled the framework, the principles and the procedure of voting. The adoption of the Constitution and of other particularly important laws for the national state-unitary was an operation of a strong political will, that required a homogeneous government, a decided parliamentary majority willing to easily impose the voting mechanism. According to both King Ferdinand and Brătianu, this conditions were met only by the National Liberal Party, a disciplined and well-organized political force in the territory, with tested and capable leaders and political staff. The undisguised interest for the problem of the electoral law, which de jure established the accession to the power system has to be put in this context. This essential aspect of the political struggle and the parliamentary/multiparty regime was decisive for the power takeover and for ensuring comfortable majorities in the legislature. Such a law could not be left to chance or to the discretion of other elements and unwelcome political groups, especially since the Bolshevik and internationalist danger was obvious, in the elections of the autumn of 1919 (first time that the universal suffrage was experienced) the Romanian eletoctorate shifted seriously to the Left, fact that endangered the political stability of the Romanian society.
