Heraldica teritorială moldovenească în Imperiul Rus / The Territorial Moldavian Heraldry in the Russian Empire

  • Subiect: The paper aims to discuss a subject that is very little known in Romania - the territorial heraldry of Bessarabia and Transnistria alter their annexation by the Russian Empire. The author begins with a short review of the treaties that confirmed the annexation and further on refers to the administrative organization of the territory of Bessarabia which had about 14-16 administrative units between 1812¬1872. The changes were made because the new administrative politics or because the territorial changes. The presentation of the arms of the province, districts and towns was made following the evolution of the already known coals of arms or of those unknown until now, pointing out the new elements that occurred along with the successive Russian regulations. The new arms were designed by "Heroldla", the main Russian Heraldic Institution, and later by the Heraldic Department (1848). There is also presented a chronological development of the legislative regulations concerning the Bessarabian coat of arms: the Imperial Decree of 1826, the reforms of 1840 and 1845, or those initiated by B. Koehne in 1878. The paper also deals with the heraldry of Transnistria analyzing the development of the territorial and town emblems of this territory annexed to the Russian Empire after the peace from Jassy (December 29th. 1791 / January 9th. 1792) and alter the second partition of Poland in 1793. Several conclusions can be drawn out from the rich material presented by the author. Actually, Bessarabia could not have its own emblem till 1812 because the region belonged to the territory of the Moldavian principality. The arms of the old Moldavian territories were not adapted by the new rulers. Alter the annexing, new arms were made. According to the Russian custom they became emblems for the towns and residences of the provinces too. The arms of the Jassy district and those of the town of Bălţi are exceptions as their coat of arms are connected with the historical armory. Transnistria either had not own emblem until it was annexed by the Russian Empire. The coat of arms of Bessarabia and Transnistria after they became parts of the Russian Empire were promulgated by the Imperial Decrees and supervised by the Coat of Arms Division of the Heraldry Department of the Governor of the Senate. Actually they hinted at the Russian history (cities of Bender, Hotin, Ismail), at the natural wealth of the area (Akkerman or Orhei). Other emblems, as those of Soroca and Dubăsari were eanting arms. Only the emblem of Soroca was made due to the initiative of the local nobility. The detailed presentation of the Bessarabian coat of arms design has also a rich illustrative material. We hope that it gives the heraldists useful work implement that they missed until now.
