Conscripţia din 1750 în districtul inferior al Bistriţei (Valea Ţibleşului)

  • Subiect: At the same time with the Peace of Karlowitz the ratio of the forces changed in this part of Europe. The Habsburgic Empire was now the one that assured the order while the Ottoman Empire had to recognize itself as defeated. As Transylvania was under its domination, the Habsburgs were in a different situation than that from Austria of the West: the domanial situations were bigger than the fiscal ones, the absolutist state had to interfere in the relationship between master and serf. The problem of tax settlement in Transylvania was also determined by the crisis situation in which the Empire was because of lost battles. The Conscription from 1750 was just at the basis of the new fiscal reform introduced in 1754 that removed the old constraint (tax) system of the "calculi" and "poartă". Analysing the five villages (Mocod, Zagra, Poieni, Aluniş, Suplai), we should notice the various criteria that are at the basis of the amount tax establishment. It can be explained only in this way why villages situated at high height (Suplai), where animals can be bred but where there is not a profitable agriculture, can pay a medium tax bigger than the villages from the Someş Valley (Mocod), though in the first case the number of those which are tax free is larger. So, the tax is not paid only according to the size of the domain but very important is also the number of the animals. Something more is added here: the product obtained from milling, beer selling (publican's trade) or from wicker-working. Concerning the economic life of the Tibleş Valley, it could be noticed that before the constitution of the border regiment in Năsăud, agriculture (plants crops) wasn't the main occupation of the population because of its meagre profitableness in these submountainous zones. That's why, beside the practice on a low scale of some agricultural branches, Ţibleş Valley's inhabitants dealt with the marketing of the obtained products in household industry. Only after the militarisation of these villages, it became a necessity the avoidance of bringing agrarian products from other places through the development of a local production based on the improvementof plant species and of animal breeds.
