Activitatea de arhivă la principalii creatori de documente din administraţia judeţului Vâlcea în perioada regulamentară (1831-1858)

  • Subiect: The modernization of the old institutions and the creation of new ones - according to the Organic Regulation of the Romanian Country – determined the necessity to reorganize and modernize the working system in their chancelleries and the organization of archival storage from the central and local creators of documents. The implementation of the chancelleries of the rulers and sub-rulers of the counties of the new working system - registry and archive - is due, on the one hand, to the fact that these institutions had the most important tasks in the administration of that territory, including tax, and on the other hand, they were subordinated, in exercising these powers, to the two ministries with share in the administration of the country: the Departments (Ministries) of the Works in the Inner (Interior) and Treasury (Finance). Therefore, the importance of these local institutions also reflects on the archival material created by them, for which the central supervisory bodies have not spared their efforts, materialized in time, human and financial resources, in order to organize them, from the beginning, in a optimally way. They were the eyes of the rule in the territory and the main source of the state revenues. Through the normative documents issued by the Administrative Council and the two ministries: journals, projects, instructions, regulations, etc., but also the specialized assistance provided by their officials sent periodically on the ground, the premises of the crystallization of some working unitary rules have been created in the chancelleries of the main creators of the archive - central and local - some of them proving their viability even today. The research of the existing documentary material in the deposits of the Archives of Vâlcea, provides us unpublished information on how this complex activity at the Ruling of Vâlcea County and of the administrative subdivisions of the territory was implemented, including “monitored”.
